Light Emitting Diode (LED) Lamps for Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR) System

The purpose of this acquisition is to develop a LED replacement lamp for the PAR-38 and PAR-56 incandescent lamps used in the MALSR system. This requirement will be awarded to the contractor whose proposal meets all technical criteria as specified in this plan and whose proposal complies with all terms and conditions of the SIR at the lowest offered price (lowest price technically acceptable). Background
The purpose of this SIR is to request a proposal to provide Light Emitting Diode (LED) Lamps for the Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR) throughout the National Airspace System (NAS) in accordance with specification FAA-E-37013/PAR-38 and PAR-56 Light Emitting Diode (LED) Steady Burning Light Sources. The Contractor must furnish the necessary personnel, plant, equipment, facilities, materials, and other necessary resources to produce, test, and deliver the items described in the Statement of Work (SOW) to support the MALSR Lighting System in the NAS.

Work Details
The contract includes various tasks such as program management, system engineering management, prime mission equipment, test and evaluation program, national airspace integrated logistic support, technical and engineering services. It also specifies detailed requirements for each task including Program Management Plan, Performance Analysis and Reporting, Technical Meetings, Program Reviews and Conferences, System Design Reviews, First Article Systems, Follow-On Production Systems, Production Readiness Review, Site Spares, Depot Spares, Test Plans, Contractor Verification Traceability Matrix (CVRTM), Test Conduct, Test Readiness Review (TRR), Development Test Report and Program Trouble Report Database.

Period of Performance
The contract base period date begins at contract award and continues for 24 months. The contract will include four (4) option periods of twelve months each.
