Life Raft Inspection and Recertification

This solicitation is being issued as Request for Quote (RFQ). Written quotes are being requested. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13, Simplified Acquisition Procedures as supplemented and FAR Part 12 Commercial Items with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12th Street, Room 1734, Kansas City, MO 64106. The requirement is for one year service to provide required inspections for twelve (12) Winslow vessel life rafts for the NOAA Aircraft Operations Center (AOC), located at MacDill AFB, Florida, 33608.
This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-86. This procurement is a 100% small business set-aside and the associated NAICS code is 541380 with a size standard of $15 million. Department of Labor wage rates are applicable to this requirement and can be obtained at http://www.wdol.gov or upon request for Hillsborough County. All items under this contract shall be FOB Destination and the place of acceptance is National Oceanic and Atmospheric Administration, Aircraft Operations Center, P.O. Box 6829, MacDill AFB, Florida, 33608.
Requirements: The Contractor shall be responsible to provide annual life raft inspections and certifications for twelve (12) life rafts in accordance with the Statement of Work which shall also include all transportation charges for pick up and return shipment of each life raft after certification.
EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the "Core Data", "Assertions", "Representations and Certifications", and "Points of Contact". No award can be made to a company not registered in SAM.

The Government intends to make an award to the responsive responsible quoter offering the lowest evaluated quotation price that meets or exceeds the acceptability standards of the non-cost factors. Past performance shall be considered more important than price in this evaluation.
