Licenses Plate Reader Data Access for the Bureau of ATF   2

Background
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), a component of the U.S. Department of Justice (DOJ), is issuing this solicitation to procure a state-of-the-art License Plate Recognition (LPR) system. The mission of the Office of Intelligence Operations (OID) within ATF is to provide timely and accurate intelligence to enhance decision-making in support of reducing violent crime and protecting the public.

The LPR system will be utilized for intelligence and investigative activities, including identifying plates associated with suspects and supporting complex investigations into criminal activities.

Work Details
The contractor shall provide a License Plate Reader Platform Access under a firm-fixed price contract. The services include:
1. Efficient, accurate, and secure querying of law enforcement and commercial databases;
2. Support for daily operational needs in intelligence and investigative activities;
3. Identification of plates associated with potential suspects or persons of interest;
4. Support for investigations into violent gang activity, firearms trafficking, and cigarette diversion;
5. Geospatially enabled query capabilities to match LPR data against agency-created watchlists;
6. Reporting features that allow for monitoring vehicular traffic and identifying vehicles commonly seen near known persons of interest.

Period of Performance
March 1, 2026 - February 28, 2027, with four optional one-year periods available if exercised.
