Background
The Library of Congress, the largest library in the world, is seeking a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract to enhance researcher assessment, engagement, and analysis in alignment with its Strategic Plan.

The Library aims to connect with every American by improving the researcher experience through various consulting activities focused on both onsite and online users.

Work Details
The contractor will perform tasks including:
1) Reviewing the Library’s data collection and assessment practices in research services and providing recommendations;
2) Conducting research on user engagement and experiences at the Library’s Capitol Hill Campus and online;
3) Implementing methodologies for assessing researcher behaviors and perceptions;
4) Developing processes for risk management and program/business process analyses;
5) Providing quality control for services and deliverables;
6) Conducting project planning, implementation, and reporting;
7) Assisting with researcher-focused program transition planning based on findings;
8) Performing other consulting activities related to LCSG's plans, programs, and stakeholder engagement.

Period of Performance
The contract will be performed over three ordering periods: Ordering Period I from December 1, 2026 to November 30, 2027; Ordering Period II from December 1, 2027 to November 30, 2028; Ordering Period III from December 1, 2028 to November 30, 2029.

Place of Performance
The work will be performed at the Contractor’s facilities, any Library of Congress location, and on the Library’s website as directed by the Contracting Officer's Representative (COR).

Bidder Requirements
Bidders must provide key personnel with at least three years of demonstrated experience in developing and leading survey activity in support of research libraries. The project director and alternate must have relevant qualifications. Contractors may also need to travel to the Library of Congress Capitol Hill Campus for meetings or training.

This is a combined synopsis/solicitation being issued under the authority of FAR Parts 12 and 13.5.

The Library of Congress (Library), one of the largest libraries in the world with over 150 million items, is seeking a single award IDIQ contract to continue performing researcher assessment, engagement, and analysis in line with the Library Collections and Services Group's Strategic Plan. The consulting activities include research of the Library's onsite and online users, review of the Library's programs and initiatives, and other consulting activities related to the researcher experience.

Offeror questions are due no later than 09/09/2026 at 12:00 PM EST. Responses to offeror questions will be posted as an amendment to the solicitation at the same page where the solicitation and attachments are located.
