Background
The solicitation is for the Libby Dam Unit 6 Installation. The contract is issued by the U.S. Army Corps of Engineers and is an unrestricted full and open competitive acquisition using the best-value tradeoff (BVTO) source selection process to award a firm-fixed-price (FFP) type contract.

Work Details
The work involves the installation of Libby Dam Unit 6, which includes tasks such as turbine disassembly, generator reassembly, alignment, buildout and integration of subsystems, and commissioning support. The work plan must address essential work tasks, provide a realistic schedule duration for each task, sequence work tasks logically, identify risks/challenges, describe subcontractor coordination, and provide a plan for managing subcontractors. The Offeror's past performance and technical capabilities will be evaluated based on relevant project examples addressing design, turbine-generator disassembly and reassembly, support systems, and past performance references. Additionally, the small business commitment will be assessed based on the extent of proposed commitment to U.S. small businesses in the performance of the project.

The construction projects will be performed at Libby Dam.
