Amendment 0006

The purpose of this amendment is to revise the Government's Minimum Specifications for CLIN 0003 Charging Station and revise the Government's required delivery date.

As a result:

1. The minimum specifications for CLIN 0003 Charging Station are revised:

From: three-phase 450 Vac Delta configured power

To: three-phase 240 Vac Delta configured power

2. The Government's Required Delivery is revised to:

The contractor shall deliver the Li Ion battery and charger, CLINs 0002 and 0003, upon Government approval/US NAVY Lithium Battery certification. Required delivery is anticipated 01 July 2026 through 31 December 2026.

3. Combined Syn-Sol Rev 03 N6660426Q0008 is added.

4. Attachment 1 Rev 03 Government's Minimum Specifications is added.

All other terms and conditions remain unchanged.

Amendment 0005

The purpose of this amendment is to revise the Government's requried delivery date and to remove CLINs 0004 and 0005.

As a result:

1. Combined Syn-Sol Rev 02 N6660426Q0008 is added.

2. Attachment 1 Rev 02 Government's Minimum Specifications is added.

Contractor's that previously quoted to this opportuntiy must submit new quotes to reflect these changes in order to be considered for award.

Amendment 0004

The purpose of this amendment is to provide responses to the following industry questions.

Question 1: Is an oil-filled "flooded" battery acceptable? If so, can it connect to the existing oil pressure compensation system (if any)?

Answer 1: Oil-filled "flooded" battery is acceptable. There is no exisiting oil pressure compensation system.

Question 2: CMMC Level 2 is required for this solicitation?

Answer 2: CMMC does not apply to this requirement.

The Closing Date for this solicitation is extended as a result of this amendment.

Amendment 0003

The purpose of this amendment is to revise the Combined Synopsis and Solicitation notice. As a result:

1. Combined Syn-Sol Rev 01 N6660426Q0008 is added. REV 01 revises CLIN 0001 from FFP to T&M type CLIN with a ceiling of 40 hours.

2. Attachment 1 Rev 01 Government's Minimum Specifications is added. Rev 01 clarifies CLIN 0001 and CLIN 0004 services.

3. Sample of Government's Li Battery Safety Certification Program (LBSP) Safety Data Package (SDP) is provided for reference only, as Attachment 3 to this notice.

Amendment 0001

The purpose of this amendment is to provide responses to the following industry questions.

Question 1: What are the power/current requirements?

Answer 1: See Government's Minimum Specifications, Attachment 1, for battery kW. This is the standard means of defining battery capacity

Question 2: Standards that the battery must meet?

Answer 2: See standards listed in the Government's Minimum Specifications. The Li Battery must be able to attain Li Battery certification. The requirements for this certification pertain to the Li Battery, its safety features and the Government's application. Sample of inforamtion needed for the US Navy battery certification application (provided as Attachment 2) delineates the questions that must be met.

Question 3: IP level?

Answer 3: Not applicable. This is a water depth rated system

Question 4: What is the required operating voltage range?

Answer 4: See Government's Minimum Specifications, Attachment 1.

Question 5: Will this battery be exposed to this pressure or will it exist in a pressurized, sealed enclosure?

Answer 5: Battery will be exposed to full water depth pressure. Battery will NOT be in a pressurized, sealed container.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase, on a Firm Fixed Price (FFP) and Time and Material (T&M) basis Li Ion battery and services in support of US Navy battery certification as detailed in the Combined Synopsis Solicitaiton provided as an attachment to this notice.

Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking to procure Li Ion batteries and related services to support the U.S. Navy's battery certification process.

This initiative is part of their mission to ensure the reliability and performance of undersea warfare systems. The contract is being solicited as a 100% set-aside for small businesses, in alignment with the agency's commitment to support small business participation in government contracting.

Work Details
The contract includes the following items:
- CLIN 0001: Services in support of Government Battery Certification Process (Firm Fixed Price), Quantity: 1 Job
- CLIN 0002: Li Ion Battery (Firm Fixed Price), Quantity: 1 Each
- CLIN 0003: Charging Station (Firm Fixed Price), Quantity: 1 Each
- Option CLIN 0004: Services in support of Government Battery Certification Process (Time and Material), NOT TO EXCEED 80 Hours
