I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

II. Solicitation 70FBR624Q00000066 is being issued as a Request for Quote (RFQ).
III. This solicitation document and its incorporated provisions and clauses are those in Federal Acquisition Circular (FAC 2024-05), effective 22 May 2024.

IV. Please be advised, funds are not presently available. The Government's obligation under this request is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this award and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

V. Contract Line Items - All interested firms shall provide quotes for the solicited services described in the Statement of Work (SOW) and Attached Pricing Schedule Worksheet.

VII. Service will be required immediately after award. The period of performance will consist of a 90-day Base period, and three 90-day Option periods. Service will be performed at both temporary and fixed facilities as designated by FEMA in support of disaster response and recovery operations in the state of Texas.

Background
The Federal Emergency Management Agency (FEMA) is issuing this solicitation for contracted armed security guard services to safeguard federal employees, visitors, and property at both temporary and fixed facilities during disaster and emergency declarations.

The goal of the contract is to ensure effective security services in support of FEMA's mission during disaster response and recovery operations in Texas.

Work Details
The contractor shall provide Level II Armed Security Services for disaster locations DR4781-TX and DR4798-TX. Responsibilities include:
- Providing management, supervision, manpower, material, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary for security services.
- Ensuring that all personnel meet local and state qualification requirements.
- Performing duties as outlined in the Post Orders prepared by FEMA for all shifts on each post.
- Maintaining logs and writing reports of incidents encountered during service.
- Controlling access to post areas and responding to emergencies as required by the Post Orders.
- Providing up to 432 hours of guard service per day with a requirement for up to 36 armed guards available upon contract execution.

Period of Performance
The period of performance consists of a 90-day base period followed by three 90-day option periods.

Place of Performance
Services will be performed at various locations within the State of Texas including Ft. Worth, Austin, Houston, Baytown, and potentially other counties as designated by FEMA.
