Project Labor Agreement Survey

The project is to repair and renovate interior portions of a 379,300 SF industrial or manufacturing facility originally constructed in 1954. The project includes abatement of hazardous material, windows, interior/exterior doors, roof fall protection, electrical system, removal of abandoned HVAC equipment, HVAC, fire protection system, building automation/management system, and interior finishes. Background
The U.S. Army Corps of Engineers, Baltimore District, is soliciting comments from the construction community addressing the potential use of a Project Labor Agreement (PLA) for a large-scale construction project (exceeding $25 million) located at Chambersburg, PA. The project involves repairing and renovating interior portions of a 379,300 SF industrial or manufacturing facility originally constructed in 1954. The renovation project will incorporate minimum Anti-Terrorism and Force Protection requirements and bring the building to current standards. The PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms of employment for a specific construction project. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects.

The construction community is invited to comment on the use of PLAs by responding to specific questions regarding their knowledge of PLAs being used in local areas on similar projects, skilled labor shortages in the areas for crafts needed for the project, time-sensitive issues/scheduling requirements affecting the rate at which the project should be completed, reasons why or how a PLA would advance the Federal Government's interest in achieving economy and efficiency in federal procurement, reasons why a PLA would not advance the Federal Government's interest in achieving economy and efficiency in federal procurement, and any additional information they believe should be considered on the use or non-use of a PLA on the referenced project.
