Lessors of Nonresidential Office space for Lease

Background
The US Government is seeking to lease approximately 1,200 square feet of office space in Springfield, MO, as the current lease is expiring.
The government is exploring alternate spaces that may be economically advantageous and will consider factors such as relocation costs, tenant improvements, telecommunication infrastructure, and potential downtime for the agency.

Work Details
The Lessor is responsible for various tasks including:
- Performing work related to plumbing, HVAC, electrical systems, and similar tasks as determined by the Real Estate Contracting Officer (RECO) or their authorized representative.
- Completing alterations with a payment structure based on milestones: 30% upon 50% completion of work; another 30% upon 75% completion; and the final 40% upon 100% completion and acceptance of the space.
- Maintaining the property in good repair and tenantable condition, ensuring compliance with OSHA standards and applicable laws.
- Providing a detailed construction schedule within specified days after issuance of Notice to Proceed (NTP) and conducting initial construction meetings with all relevant parties present.
- Submitting as-built drawings within sixty days after acceptance of the space.

Period of Performance
The contract will be performed over a period that aligns with the lease term starting from the acceptance of the space until all obligations are fulfilled.

Bidder Requirements
Bidders must comply with specific requirements including:
- If classified as a HUBZone small business concern (SBC), at least 50% of contract costs incurred for personnel must be spent on its own employees or those of other qualified HUBZone SBCs.
- The Lessor must provide certification of HUBZone eligibility within ten days after lease award. Failure to maintain eligibility may result in termination of the lease at the RECO's discretion.
