Background
The U.S. Government, specifically the U.S. Army Corps of Engineers (USACE), is seeking to lease office and related space in Joplin, Missouri, as the current lease is expiring. The agency aims to evaluate alternate spaces that can meet its operational requirements while considering economic advantages and costs associated with relocation.

Work Details
The Government requires a fully serviced lease for approximately 1,342 Gross Square Feet and a minimum of 1,058 Net Square Feet of space within the Delineated Area of Joplin. Key requirements include:

1) 24-hour unrestricted access to the leased space;
2) Availability of all necessary communications infrastructure including DSL, T1, or satellite dish;
3) Direct access to a secondary exterior exit door;
4) 24-hour lighted parking for 12 government vehicles and adequate parking for privately owned vehicles within a four-block radius.

The lease will be evaluated based on factors such as location within the delineated area, neighborhood quality, accessibility, building appearance, and compatibility with adjacent businesses.

Period of Performance
The lease term is anticipated to be up to five years with termination rights.

Bidder Requirements
Offerors must provide evidence of ownership or control of the property being offered. They must also demonstrate compliance with accessibility requirements and fire protection standards. Additionally, any offered property must not be located within a 100-year floodplain unless deemed necessary by the Government. Offerors are required to submit a Phase I Environmental Site Assessment (ESA) at their own cost if requested by the RECO.
