The purpose of this modification is to:

  • Extend the closing date to Friday April 4th , 2025 at 12 p.m. local time.
  • Include the minutes of pre-award conference with the related Q&A as attachment 2;
  • implement the Federal Acquisition Regulation (FAR) Class Deviation regarding Executive Order (EO) 14128 & section 2 of EO 14208;
  • implement the Federal Acquisition Regulation (FAR) Class Deviation regarding EO 14148, Initial Rescissions of Harmful EO and Actions, and Section 2 of EO 14208, Ending Procurement and Forced Use of Paper Straws; and
  • implement the President's Executive Order 14173 Ending Illegal Discrimination and Restoring Merit-Based Opportunity.

Enclosed is a Request for proposal (RFP) for locally employed staff health insurance coverage at the U.S. Government at Libreville.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-proposal conference at the site, The pre-proposal conference will be held on Monday February 24, 2025, at 10:00 (local time) at the US Embassy Libreville. Prospective offerors should contact Judith Abourou (AbourouJH@state.gov) by Thursday February 20, 2025, at 15:00 (local time) for additional information or to arrange entry to the building. In preparation of the conference questions shall be sent, in writing by email to: LibreContracting@state.gov by Tuesday February 18, 2025, at 15:00 (local time). The Embassy will also take supplemental questions during the conference and will also attempt to respond on the same day if possible. All questions and answers will be made available after further notice.

Proposals are due by Monday March 31, 2025, at 13:00 (local time). No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Background
The U.S. Embassy in Libreville, Gabon, is seeking proposals for health and/or life insurance coverage for locally employed staff. The goal of this contract is to provide comprehensive health insurance services that meet the minimum benefit levels required by the U.S. Government.

The Embassy intends to award a contract based on the lowest acceptable offer without holding discussions, although discussions may occur with companies in the competitive range if necessary.

Work Details
The contractor shall provide health insurance services to employees of the U.S. Government in Gabon and their eligible dependents. The services must include:
1. Hospitalization (Inpatient Care) - Minimum Coverage: 100% for all necessary hospital services and supplies.
2. Emergency Services - Minimum Coverage: 100% for conditions requiring immediate treatment.
3. Ambulance Services - Minimum Coverage: 80% for professional ground transport.
4. Outpatient Services - Minimum Coverage: 80% for services provided on an ambulatory basis.
5. Obstetric and Newborn Care - Inpatient/Emergency: 100%; Outpatient: 80%.
6. Pediatric Services - Inpatient/Emergency: 100%; Outpatient: 80%.
7. Prescription Drugs - Inpatient/Emergency: 100%; Outpatient: 80%.
8. Preventive and Wellness Services - Minimum Coverage: 80% for preventive care and chronic disease management.
9. Hearing Aids - Minimum Coverage: 80%, with specific limits on costs per ear every three years.
