Amendment P0001, issued 3/21/2025, provides a revised "Attachment A - Specification B CSB Rev 10 LEPE 2025 12-16-2024 Rev 03 03-13-25". All other terms and conditions remain the same.

Pursuant to FAR 12.603(b), when using a combined synopsis/solicitation procedure, the SF1449 is not used for issuing the solicitation. As shown in the combined synopsis/solicitation procedures and required by FAR 12.603(c)(2), the following additional information will support submission of offers for Solicitation 2031ZA25R00016. Pertinent information is as follows:

(i) The following statement: This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 2031ZA25R00016. This is issued as a Request for Proposals (RFP).

(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03, dated 23 February 2024.

(iv) This is a 100% Small Business set-aside for North American Industry Classification System (NAICS) Code 323111, Commercial Printing (Excluding Screens and Books). This NAICS Code has a small business standard of $650 Million.

(v) A list of line item number(s) and items, quantities, and units of measure (including option(s), if applicable) can be found in Section B Schedule B of the below posted solicitation.

(vi) A description of requirements for the items to be acquired can be found in Section C Description/Specification/Work Statement (SOW).

(vii) Date(s) and place(s) of delivery and acceptance and FOB point can be found in Section E Inspection and Acceptance, and Section F Deliveries or Performance of the below posted solicitation.

(viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023), applies to this acquisition and can be found in Section I Contract Clauses of the below posted solicitation.

(ix) Offerors must include a completed copy of the provision at FAR 52.212- 3, Offeror Representations and Certifications-Commercial Products and Commercial Services (May 2024), with its offer, which can be found in Section I Contract Clauses of the
below posted solicitation.

(x) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services (Nov 2023), applies to this acquisition.

(xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services (Jan 2025), applies to this acquisition and a list of the additional FAR clauses cited in the clause that are applicable to the acquisition can be found in Section I Contract Clauses of the below posted solicitation.

(xii) That this time, the Contracting Officer does not anticipate any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) to be necessary for this acquisition and consistent with customary commercial practices.

(xiii) This contract is not a rated order under the Defense Priorities and Allocations System (DPAS).

(xiv) Offers are due no later than 12:00 PM (EST) on May 1, 2025. Additional Quote Instructions and Evaluation Criteria can be found in Sections L Instructions, Conditions, and Notices to Offerors, and Section M Evaluation Factors for Award.

Background
The Bureau of Engraving & Printing (BEP) is part of the Department of the Treasury, responsible for designing, engraving, and printing U.S. banknote currency and other security products.

The BEP operates two facilities: the DC Facility (DCF) in Washington, DC, and the Western Currency Facility (WCF) in Fort Worth, TX. This solicitation seeks proposals for currency strap and bundle band rolls used in the production process of Federal Reserve Notes (FRN).

Work Details
The contract requires the supply of currency strap and bundle band rolls suitable for various machines including Large Examining Printing Equipment (LEPE), non-sequential LEPE (nsLEPE), Single Note Inspection (SNI), Inspection Finishing System (IFS), and Banknote Purchasing System (BPS3000 or M8).

Specifications include:
- Continuous supply of LEPE, ns-LEPE, SNI, IFS, and BPS currency strap and bundle band rolls.
