Description

Background
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Acquisition (OA), Information Technology Contracting Division (ITCD) is proposing to modify an existing contract with Leidos for additional Uninterruptible Power Supply (UPS) equipment and support services.

This modification is necessary due to a higher-than-expected need for these services since the initial contract award, which was based on requirements as of September 2024. The modification will be issued on a sole-source basis as Leidos is the only responsible source capable of fulfilling the agency's requirements.

Work Details
Leidos will provide corrective and preventative maintenance, system enhancements, equipment relocations, and technology support services for Non-Intrusive Inspection (NII) and Radiation Detection Equipment (RDE) technology. The services include:
1. Installation and sustainment services for Large Scale (LS) NII and RDE equipment deployed across CONUS and OCONUS locations.
2. Continuous operation support for 1,452 individual pieces of equipment designed to detect illicit materials and radiological threats.
3. Program management, configuration management, warranty transitions, preventative maintenance, trouble call handling, corrective maintenance, and other requested services related to the NII Program.

The contract modification will cover a period from September 15, 2024, through August 29, 2027.

Bidder Requirements
Leidos is the original equipment manufacturer (OEM) of the NII systems and possesses unique qualifications necessary to perform the required maintenance services. No other vendors have access to proprietary capabilities or technical data required for servicing these systems.
