The U.S. Embassy in Kuala Lumpur has a requirement for Services of an Attorney for the Acquisition of Real Property in Kuala Lumpur, Malaysia. The following services are required by the United States Government (USG) in relation to the acquisition of real property in Kuala Lumpur, Malaysia. The USG is seeking to purchase one single-family house/apartment/condo in each country where it has a diplomatic mission and lacks accessible housing. This unit is intended to be purchased for renovation/retrofit to Architectural Barries Act (ABA) accessibility standards. Services required include: (1) guidance in the acquisition process relating to the applicable laws in the host country; (2) document drafting and revising; (3) assistance in negotiations; (4) property title searches and certifications; (5) proper closing and registration of the transaction with the host government and compilation and submission of document closing package to the USG. The Embassy of the United States in Malaysia seeks to purchase real property in Kuala Lumpur, Malaysia and will require legal representation and services to complete the transaction. Refer to the attached Request for Quote (RFQ) for required details.

The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract.

Contractors, should their proposal exceed $30,000 USD, must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7.

Work Details
The attorney is required to provide guidance in the acquisition process relating to the applicable laws in the host country, document drafting and revising, assistance in negotiations, property title searches and certifications, proper closing and registration of the transaction with the host government, compilation and submission of document closing package to the USG, and other related legal services. Additionally, they need to deliver a detailed written explanation of the legal and administrative process for transferring real property, define the legal interests in real property that can be acquired by the USG under national and local laws, review USG-supplied documents, review a draft Conditional Purchase Agreement, deliver a written opinion on title based on a title search of properties identified by the USG, review any applicable condominium or homeowner regulations for the property to be acquired, retain and fully compensate a Notary Public at the market rate for those services, identify costs paid by each party in a typical sale of real estate, provide advice on currency laws or other regulations restricting payment or remittance of funds within country or overseas, prepare and register documents required for transfer and registration of title in favor of the USG, provide prompt written legal advice and opinions on specific questions presented by the USG from time to time during the purchase process, participate in related meetings and/or negotiations as needed, submit invoices not less frequently than monthly.

Period of Performance
The period of performance includes all orders not exceeding $250,000. The due date for quotations is March 16, 2024 at 09:00 AM Malaysia time.

The contract will be performed at Kuala Lumpur, Malaysia.
