Legal Counsel Service for Human Resources Office - U.S. Embassy Jakarta

Background
The U.S. Embassy in Jakarta, Indonesia is seeking qualified legal counsel to provide expert advisory services on Indonesian labor and employment law and related regulations. The goal of this contract is to ensure compliance with local laws for U.S. government activities in Indonesia and local employment practices. The contractor will also advise on other Indonesian legal issues as requested.

Work Details
The contractor will provide ongoing legal advisory services related to Indonesian labor, employment, and general regulatory matters. Specific tasks include:

1. Provide comprehensive legal counsel on Indonesian labor and employment laws and regulations as they pertain to the Embassy’s operations, ensuring compliance with local staff employment practices.

2. Offer on-demand legal advisory support, including interpretation of applicable statutes and regulations regarding hiring practices, employment agreements, wages and benefits, working hours, leave entitlements, and termination procedures.

3. Review documents such as employment templates or internal guidelines for legal compliance.

4. Provide written summaries of risks, relevant legal interpretations, and suggested actions to support the Embassy’s internal decision-making process.

5. Offer proactive guidance on changes in Indonesian labor law and respond to inquiries involving employment disputes or administrative compliance matters.

Period of Performance
The contract will be for a period of one year from the date of award with two option years for renewal if exercised.
