Description

The U.S. Department of Justice, Executive Office for Immigration Review (EOIR), created the Legal Access Services for Reunified Families (LASRF) Program pursuant to the Settlement Agreement in Ms. L., et al. v. U.S. Immigration and Customs Enforcement, et al., 18-cv-00428 (S.D. Cal. Oct. 16, 2023) ( Settlement Agreement ). The LASRF Program is divided into two components: (1) federalized services, including group orientations and group workshops, that EOIR provides, and (2) individualized services, including legal advice and document preparation, that the Contractor provides under this Statement of Work (SOW). EOIR, through the federalized program, also operates a centralized email address and telephone number to receive requests for assistance and to connect eligible individuals to the full range of legal services that are available under the Settlement Agreement.

The Government seeks a contractor to satisfy the Government's obligations under the Settlement Agreement by delivering individualized legal services that complement the group orientations and workshops that EOIR provides to Program Participants.

Background
The U.S. Department of Justice, Executive Office for Immigration Review (EOIR), established the Legal Access Services for Reunified Families (LASRF) Program as part of the Settlement Agreement in Ms. L., et al. v. U.S. Immigration and Customs Enforcement, et al., 18-cv-00428 (S.D. Cal. Oct. 16, 2023).

The program aims to provide essential legal services to individuals affected by this settlement, ensuring they receive necessary support through both federalized services and individualized assistance.

Work Details
The contractor will deliver individualized legal services that complement EOIR's group orientations and workshops. Key tasks include:
1. Providing legal advice and document preparation for Class Members and Qualifying Additional Family Members.
2. Accepting case referrals from EOIR and third parties, including legal service organizations.
3. Ensuring continuity of services without disruption during transition periods at the start and end of contract performance.
4. Developing a Transition-In Plan within 30 days post-award to ensure no interruption in case services.
5. Completing a Transition-Out process at least 90 days prior to contract end, maintaining service delivery throughout.

Period of Performance
The contract will have a one-year base period with four optional one-year extensions, commencing from the date of award.

Place of Performance
Services may be provided by one contractor or multiple contractors operating from regional offices across the United States.

Bidder Requirements
Bidders must demonstrate relevant experience in providing legal services, particularly in immigration law, and must have qualified personnel capable of fulfilling the requirements outlined in the Statement of Work (SOW). Additionally, bidders should be able to manage staffing levels effectively and maintain compliance with security clearance requirements as specified.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior LASRF awards held by Acacia Center for Justice under contract numbers 15JPSS22D00000013-15JPSS24F00000418 (value $7,013,135; 04/22/24–04/30/26) and 15JPSS22D00000013-15JPSS25F00000766 (value $4,846,560; 09/02/25–08/31/26). The prior work is described as providing legal services for the LASRF Program, including individualized legal assistance that aligns with the current SOW’s requirements for legal advice and document preparation and coordination with EOIR’s group orientations/workshops. The repeated LASRF performance periods and scope indicate continuity of the same settlement-driven program rather than a substantially different effort.
