This Request for Proposal (RFP) is to competitively procure a lease-to-purchase of approximately 400,000 to 600,000 square feet (SF) for a modern distribution center within a 50-mile range of the existing West Coast Distribution Center for Navy Exchange Service Command (NEXCOM) located in Chino, CA (see Attachment (7) Map showing Area of Consideration). NEXCOM intends to commence operational occupancy 8-10 months after award of lease for an initial term of one (1) year, with fourteen (14) one (1) year renewal options. The Government shall have the option to purchase the facility during initial term and subsequent four (4) option periods. Offeror(s) are required to provide purchase prices for each of the first five (5) years, and the Government reserves the right to negotiate the purchase price based on Fair Market Value. Offeror(s) that do not provide purchase options are considered non-responsive. The Government shall have no obligation to purchase the facility at any time.

Work Details
The contract involves leasing a distribution center that meets specific technical requirements including:
1. Facility Age: Must be less than or equal to 35 years old.
2. Building Size: Minimum total building size of 400,000 SF, including approximately 8,000+ SF of office space.
3. Interior Height: Minimum clearance of 30 feet in the warehouse area.
4. Building Shape: Must be square or rectangular.
5. Utilities: All mains, lines, and meters must be provided by the Lessor; maintenance included in rent.
6. Site Access: Access must be available 24/7.
7. Maintenance: The Lessor is responsible for all building maintenance and repairs.
8. Accessibility: Must comply with ADA standards for handicapped accessibility.
9. Seismic Safety: Must meet Government seismic safety standards.
10. Dock Doors: Minimum of 65 dock doors with specific size and operational requirements.
11. Office Space: Primary office space must be at least 5,000 SF; secondary office space at least 3,000 SF.
12. Lighting: Must meet UFC lighting standards with specific foot-candle requirements.
13. Parking: At least 200 automobile parking spaces required.
14. Trailer Yard: Must accommodate trailer parking for a minimum of 100 trailers with specific construction requirements.
15. Special Purpose Areas: Specific areas required for aerosol storage, sensitive storage, material handling equipment charging stations, maintenance shop area, and HAZMAT storage.
16. Break Rooms and Restrooms: Specific size and accessibility requirements for break rooms and restrooms.
