Lease Telecommunication Support for the United States Force Korea (USFK)   4

Background
The United States Forces Korea (USFK) is seeking to lease telecommunications services for units and organizational activities across the Republic of Korea (ROK). The goal of this contract is to ensure reliable communication support for military operations, which includes various telecommunication services such as local and long-distance circuits, fiber/copper cables, and network services. The contractor will be required to comply with the ROK-U.S. Status of Forces Agreement (SOFA) and must have the necessary licenses to operate in Korea.

Work Details
The contractor shall provide a range of leased telecommunications services including:
- Direct Outward Dialing (DOD) and Direct Inward Dialing (DID) trunks
- Local and long-distance circuits
- Fiber and copper cables
- Strategic cable routes, ducts, and poles
- Network services
- Long-haul telecom services.
Additionally, the contractor must submit a Quality Control Plan (QCP) within 30 days after award that outlines their approach to ensuring service quality. The QCP must include methods for identifying deficiencies in service quality, corrective actions, and documentation procedures. The contractor will also be responsible for maintaining records of inspections and corrective actions throughout the contract period.

Period of Performance
The Basic Ordering Agreement (BOA) has a term of three calendar years from the date of award, divided into three periods: Base year from March 1, 2025 to February 28, 2026; First period from March 1, 2026 to February 28, 2027; Second period from March 1, 2027 to February 29, 2028.

Place of Performance
The contract will be performed across various locations in the Republic of Korea.
