Description

This requirement was award as a logical follow-on to GS-35F-0490U-LCLST17F0003, using the authority of FAR 8.405-6(a)(1)(i)(C) which allows in the interest of economy and efficiency, if the new work is a logical follow-on to an original order that was placed competitively among GSA schedule-holders (i.e., the original order was not sole-source or limited-source.) The Discovery & Preservation Services Service Unit (DPS) of the Library of Congress (LOC) requires contract support to provide a virtual learning platform with integrated web conferencing capable of supporting synchronous and asynchronous online learning and administrative support for lectures, conferences, meetings, programs, training events, and courses to a global audience.

The online learning suite shall be robust, flexible, and capable of multiple functions in support of the wide and varied teaching, learning, business, and outreach activities of DPS, to include all of its directorates, custodial divisions, overseas offices (Cairo, Islamabad, Jakarta, Nairobi, New Delhi, Rio), satellite locations in Maryland and Virginia, and the Program for Cooperative Cataloging, an international program with more than 800 institutional members, among others. The online learning suite must have options for internal grading and advancement, and for creating and delivering training transcripts, and certificates for completed training.

The online learning suite must be easy to operate by all LOC constituencies, including those with special needs. It shall also perform flawlessly on a wide range of operating systems, web browsers, and connection speeds. To operate seamlessly within the constraints imposed by firewalls and other security measures of both LOC and its many and varied audiences, the online learning suite must not require the download and installation of client software.
