Background
The United States Agency for International Development in India (USAID/India) issued RFP 72038623R00002 under limited competition to local entities (Section 7077, ADS 302.3.4.5) to establish a Learning Hub.
The Hub will strengthen USAID’s health portfolio in India by providing organizational and programmatic monitoring, assessments, research, and learning. This will generate the data, analysis, and communications needed to drive evidence-based decision-making, enhance program impact, and ensure accountability.
USAID anticipates awarding one cost-plus-fixed-fee completion-type contract valued at approximately $4–5 million with a four-year period of performance.

Work Details
The Contractor will deliver four major components:
1) Health Measurement and Analytics: Liaise with USAID health activities and external data sources (HMIS, NSSO, NFHS, partner reports) to conduct primary and secondary research. Produce an estimated 60 data analyses per year (24 state/national mission briefs, 28 sector background analyses, 8 cross-portfolio thematic gap studies). Create data visualizations and presentations for government counterparts and USAID.
2) Health Communications and Data Visualization: Develop and disseminate success stories, infographics, videos, newsletters, and other tailored communications products to elevate USAID health investments.
3) Learnings Across Health Investments: Assemble, synthesize, and share portfolio-wide lessons through convenings, learning networks, and collaborating-learning-adapting (CLA) forums. Enable adaptive management and coordination.
4) Strengthening Institutional and Individual Capacity: Design and deliver capacity-building programs, structured trainings, and on-the-job coaching for local institutions, government entities, and young professionals in monitoring, evaluation, learning, and adaptation. Integrate gender and social inclusion principles throughout all deliverables.

Four years from contract award date

Place of Performance
Services to be performed throughout India, with operational base in New Delhi and concentrated engagement in selected states, working with national, state, district and community-level government agencies, civil society, academic institutions and private-sector partners.

Bidder Requirements
Offerors must qualify as a local entity: legally incorporated under Indian law, principal place of business in India, majority-owned and managed by Indian citizens or lawful permanent residents, and expend at least 50 percent of personnel costs on local employees.
Key personnel qualifications include:
- Chief of Party with at least 10 years’ senior global health or development management experience.
- Deputy Chief of Party with 10 years’ similar experience.
- Operations Manager with 8 years’ finance/procurement/HR management experience and a relevant postgraduate degree.
- Performance Monitoring Specialist and Communications Specialist, each with 5 years’ progressive experience and relevant academic qualifications.
Offerors must elect either direct-charge or de minimis (10 percent) indirect cost methodology and comply with USAID localization, gender inclusion, and CLA requirements.
