MVP seeks the professional services of a consultant to develop and administer two part-time leadership /management development programs (LDP). Only one program will be run per year. The specific program to be run during the base and option years will be determined by the St. Paul District (MVP)

Background
The St. Paul District (MVP) of the U.S. Army Corps of Engineers (USACE) is seeking a fixed-firm-price contract for leadership training. The goal is to develop and administer two part-time leadership/management development programs (LDP) aimed at enhancing the leadership and management skills of current and future leaders within the organization. The programs are designed to cultivate self-awareness, accountability, and effective leadership in a complex environment.

Work Details
The contractor will develop and administer two distinct Leadership Development Programs: Tier II Intermediate and Tier II Advanced.

The Intermediate program targets non-supervisory employees (GS-7 to GS-13) with at least two years of experience in USACE, focusing on self-awareness, team building, and personal strengths development. The Advanced program is aimed at current leaders (both supervisory and non-supervisory), promoting skills that enhance self-awareness and accountability while challenging participants to lead effectively in complex situations.

Both programs will include evaluations of leadership styles, climate surveys, individual development plans, formal training sessions, and mentoring relationships with senior managers.

The services will be performed within the St. Paul District area.
