Leadership Development Program Services

Background
The U.S. Army Corps of Engineers (USACE), Kansas City District (NWK), is seeking to identify parties interested in providing professional leadership development program services. The goal is to procure these services competitively to support the development of leadership skills among its employees, particularly those who are college-educated and at or near mid-career. This initiative aims to systematically enhance the leadership and management capabilities within USACE.

Work Details
The contractor will be responsible for developing, facilitating, administering, and evaluating a part-time, yearlong Leadership Development Program (LDP) for up to 12 USACE employees. Key tasks include: conducting an analysis of participants' leadership styles; guiding the preparation of Individual Leadership Development Plans (ILDP); providing formal graduate-level classroom training; organizing visits to Headquarters, Division, and field sites; facilitating attendance at District Staff Meetings; overseeing participation in team projects; coordinating briefings to the District Commander; and establishing mentoring relationships with senior managers.

The program aims to foster leadership skills through various activities designed to enhance self-awareness, communication, and understanding of organizational culture.

Period of Performance
The anticipated base period is from January 1, 2027 through December 31, 2027, with four optional extension periods each lasting 12 months.

Place of Performance
The primary location for performance will be the NWK District Office in Kansas City, Missouri. Additionally, attendance at a Government-conducted retreat at Fort Leonard Wood, Missouri may be required.

Bidder Requirements
Bidders must demonstrate capability and capacity to perform the required services. They should provide company information including CAGE code, capability statements detailing their experience in leadership training programs, and evidence of resources available for this contract.
