Description

This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make appropriate acquisition decisions for future acquisitions. The U.S. Army Corps of Engineers, Portland District is seeking sources registered under NAICS Code 611430 - Professional and Management Development Training.

1. Description of Requirement

The U.S. Army Corps of Engineers (Corps or USACE), Portland District (NWP), seeks the professional services of an academic institution regionally accredited by an agency recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or an entity that has access to an accredited academic institution (hereinafter referred to as Contractor ) to work collaboratively with the NWP Program Manager (hereinafter referred to as Program Manager ) and two NWP LDP Facilitators (hereinafter referred to as LDP Facilitators ) to administer a graduate-level Leadership Development Program (LDP) for a maximum of 16 Corps employees (hereinafter referred to as students, or collectively as the cohort) annually.

This is a Firm Fixed Price service contract with a base period of performance of 15 March 2025 through 15 June 2026 and optional periods of performance, which may be exercised at the government's discretion. The period of performance for each option if exercised is from 15 March 2026 through 15 June 2027, and 15 March 2027 through 15 June 2028, respectively.

See attached Performance Work Statement for complete requirement. See attached anticipated evaluation criteria to determine areas of focus for Portland District in selecting a contractor.

2. Submission Requirements for Responses to this Sources Sought Synopsis

3. Small Business Status; In the event that you are a small business under NAICS 611430 or that of a similar size standard, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB.
4. Statement of Capability; Statement of skills, knowledge, experience and capability of your firm to perform the requirements described in the PWS, including a statement you are able to submit all information required by the evaluation criteria of the forthcoming solicitation. NOTE: A statement of capability must be detailed enough to validate the firm's capability to perform, similar to the requirements of the attached draft evaluation criteria, for the government to confidently determine the firm's ability to provide the required services.

Background
The U.S. Army Corps of Engineers, Portland District (NWP), is seeking professional services from an accredited academic institution or an entity with access to such an institution to administer a graduate-level Leadership Development Program (LDP) for up to 16 Corps employees annually.

This initiative aims to enhance leadership skills and capabilities within the organization, aligning with the Corps' mission and goals.

Work Details
The Contractor will collaborate with the NWP Program Manager and two LDP Facilitators to deliver the following services:
1. Provide graduate-level instruction focusing on individual leadership, team leadership, public organization leadership, community leadership, and understanding the U.S. National Policy Process.
2. Develop a curriculum that leads to transferable graduate-level academic credits.
3. Conduct monthly meetings with NWP to discuss program development and curriculum solidification.
4. Facilitate classroom sessions resulting in three graduate-level classes worth at least nine credits total.
5. Administer individual leadership assessments and provide coaching sessions for each student.
6. Organize a National Policy Process trip to Washington D.C., including meetings with key governmental entities.
7. Guide students through a Capstone Project related to real-time issues faced by the Portland District Corps, culminating in a formal presentation to senior leaders.

Period of Performance
Base period from 15 March 2025 through 15 June 2026, with optional extensions from 15 March 2026 through 15 June 2027 and from 15 March 2027 through 15 June 2028.

Place of Performance
Classes must be held in the Portland Metropolitan area, easily accessible via public transit.
