The Foreign Service Institute (FSI) is the Federal Government's premier foreign affairs training provider, responsible for the career-long learning opportunities required for success in today's global arena. The mission of the FSI is to ensure the United States has the strongest and most successful diplomatic force anywhere in the world by training our people to have a unique combination of specialized expertise, operational skill sets, and a broad capacity for innovative and visionary leadership. In short, we strive to develop the best possible leaders at every level; this is the rationale drives what we do at FSI.

FSI trains and educates all professional cadres of the Department of State Foreign Service, Civil Service, Locally Employed Staff, and Eligible Family Members. Training spans the life cycle of a career at the Department of State, from orientation seminars in the first days of employment, to the development of substantive, regional, linguistic, and leadership expertise in the mid-levels, culminating in the ambassadorial and deputy assistant secretary seminars for our most senior officials.

Background

The mission of the FSI is to ensure the United States has the strongest and most successful diplomatic force anywhere in the world by training our people to have a unique combination of specialized expertise, operational skill sets, and a broad capacity for innovative and visionary leadership.

FSI trains and educates all professional cadres of the Department of State – Foreign Service, Civil Service, Locally Employed Staff, and Eligible Family Members. The Leadership and Management School (LMS) was established to support the development of foreign affairs professionals in the Department of State (DOS) and larger foreign affairs community. LMS’ mission is to provide needs-based leadership, crisis management, and developmental opportunities to prepare the Department’s foreign affairs professionals to face global leadership challenges throughout their careers.

Work Details
The Contractor shall fulfill a variety of services generally related to leadership and crisis management training and development, coaching, and organizational development. Contractor resources will augment Government resources to accomplish the LMS’ mission. Basic types of services include course delivery for LMS face-to-face, on demand, virtual and/or distance learning leadership and crisis management courses; design and development of new courses and/or revision of training materials; organization development services; leadership coaching services; senior leadership mentoring services.

Period of Performance
The Period of Performance will commence on or about 11/30/2024 and expire on or about 11/30/2028.

Place of Performance
The geographic location(s) where the work may be conducted includes FSI or other domestic and overseas locations.
