LE VEHICLE UPFITS and DECOMMISSION

Background
The Bureau of Land Management (BLM), part of the U.S. Department of the Interior, is issuing a combined solicitation for Law Enforcement Vehicle Upfitting and Decommissioning. The BLM's mission includes ensuring the safe and legal use of patrol vehicles by federal law enforcement officers. This contract aims to install necessary emergency equipment in new patrol vehicles while decommissioning retiring ones, adhering to Montana state specifications for emergency vehicles.

Work Details
The contractor will be responsible for the complete upfitting of three new patrol vehicles (one 2025 Ford F150 Police Responder and two 2026 Ford F150 Police Responders) with all necessary emergency equipment and law enforcement decals. This includes a complete front bumper replacement provided by the vendor, as well as all required wiring accessories such as connectors, shrink wrap, fuses, wire protectors, zip ties, and plunger switches.

Additionally, the contractor will decommission three retired law enforcement vehicles (two 2021 RAM 2500s and one 2020 Chevy Tahoe) by removing all emergency equipment including prisoner cages, sealing antenna holes to ensure they are watertight, and stripping vehicle graphics. The contractor must ensure that all emergency equipment functions properly after installation.

Period of Performance
The contract will be performed from August 17, 2026, to February 28, 2027.

Place of Performance
The work will take place at the contractor's location within 500 miles of Lewistown, MT.

Bidder Requirements
This opportunity is a Total Small Business Set Aside. Bidders must provide a complete quote package including Standard Form 1449 with business details, a schedule of items, and a past performance questionnaire. Vendors must also be capable of performing warranty and service work within five business days.
