Description

The objective of this Sources Sought is to solicit input of the capabilities among the contractors with experience serving as a Design-Build firm managing a large, multi-discipline project with key personnel to design and replace the LC39 Area Power Duct bank at Kennedy Space Center, Florida 32899. The potential construction project will be procured using procedures of the two-phase Design-Build acquisition in FAR Part 36.3 to design and replace existing Medium Voltage (MV) underground duct bank, including conduits and manholes, along with associated feeder cabling between the C-5 Substation and Switching Station 900, along Saturn Causeway. The replacement will involve installing new underground duct bank and MV feeder cabling.

Background
NASA's Kennedy Space Center (KSC) is seeking input from contractors experienced in managing large, multi-discipline design-build projects. The objective is to replace the LC39 Area Power Duct bank, which is critical for the power distribution system originally constructed in the 1960s and now in a deteriorated condition.

The project aims to enhance power reliability and capacity to support NASA's electrical demand growth.

Work Details
The work includes:
1. Design, procure, and install new underground duct bank sections (including conduits and manholes) between the C-5 Substation and Switching Station 900, extending to manhole P19 along Saturn Causeway. This involves approximately 15,000 feet of duct bank sections with 12 conduits, each 6 inches in diameter, and new manholes spaced 500 feet apart.

2. Design, procure, and replace three existing pad Medium Voltage (MV) feeders between the C-5 Substation and Switching Station 900. Temporary power provisions must be implemented during feeder replacement work. The project will be conducted in a fully operational space port with strict coordination around launch schedules.
