Background
This solicitation is issued by the Department of Defense for the replacement of HVAC systems at Shields Hall, JEB Little Creek-Fort Story in Virginia Beach, VA. The goal of the contract is to provide comprehensive HVAC services including equipment replacement, testing, and balancing to ensure efficient operation and compliance with safety standards.

Only contractors part of the MACC ML-C00083 are eligible to bid, which includes Davcon Inc., Fastbreak General Contractors, McKenzie Construction and Site Development, Succor-PC and C JV, and Within Interior Design, Inc. DBA Tazewell.

Work Details
The contractor shall provide all supervision, labor, material, and equipment necessary for the following tasks: replacing existing HVAC equipment; conducting HVAC testing and balancing; making electrical modifications; and performing incidental related work.

The contractor is required to commence work within 15 calendar days after receiving the notice to proceed and must complete the entire work ready for use within specified time frames: 720 calendar days (Phasing Option), 485 calendar days (No Phasing Option), or 365 calendar days (No Phasing + Expedited Construction Option). Liquidated damages will apply for delays in completion.
