The purpose of this solicitation is to procure
lay berthing services for an exclusive use longterm
safe lay berth for up to two Ro/Ro vessels
owned by MARAD.

The Maritime Administration (MARAD) is seeking to procure exclusive long-term lay berthing services for up to two CAPE R class RRF vessels, specifically the CAPE RACE and CAPE RISE, on the U.S. East Coast. The goal of this contract is to ensure a safe and secure lay berth for these vessels, which may include the substitution of similar-sized vessels if necessary. The contract will be structured as a firm-fixed-price per-diem with reimbursable items, evaluated under the Lowest Price Technically Acceptable (LPTA) method.

Work Details
The contractor will provide exclusive long-term lay berthing for up to two CAPE R class vessels on the U.S. East Coast. Key tasks include:
1. Ensuring compliance with safety and operational standards as outlined in the Statement of Work (SOW).
2. Developing a Heavy Weather Mooring Plan that meets specified requirements.
3. Maintaining all necessary permits, licenses, and leases for facility operation throughout the contract duration.
4. Providing a plan of action and milestones for any required site improvements.
5. Ensuring that access roads and parking areas are well-maintained and accessible at all times for personnel and emergency vehicles.
