Background
The Maritime Administration (MARAD) requires services for the exclusive long-term safe lay berthing of varying Ready Reserve Force (RRF) vessels in Philadelphia, PA. The goal of this contract is to ensure that these vessels are safely moored and maintained at a designated facility, with the flexibility to accommodate different ships as needed.

The contract will involve various tasks related to the management and operation of the layberth facility, ensuring compliance with safety and environmental regulations.

Work Details
The contractor shall provide exclusive long-term safe lay berthing for RRF vessels in Philadelphia, PA. Key tasks include:
1. Maintaining an acceptable safe layberth that meets minimum criteria and technical features.
2. Providing a plan of action and milestones for any required site improvements.
3. Acquiring and maintaining all necessary permits, licenses, and leases for the operation of the layberth facility.
4. Completing NEPA documentation in collaboration with MARAD’s NEPA Coordinator prior to contract execution.
5. Ensuring compliance with OSHA safety requirements and maintaining a clean, well-preserved facility free from debris.
6. Providing access to the layberth facility at all times for crew boarding, training, cargo handling, and repair services.
7. Submitting detailed plans for vessel movement, security measures, oil spill response plans, and first responder transit times.

Period of Performance
The contract period spans from October 1, 2025, to September 30, 2036, with options for additional years extending through September 30, 2035.
