This is an Invitation for Bid or IFB: Please submit all bids before 1330 on March 28th, 2025 (This IFB has been extended twice).

The purpose of this amendment is:

1. To align the bid opening with the DOT wide contract action pause mandated by DOGE and EO and;

2. ADDING Special Disclaimer: Award shall not be made pursuant to this solicitation if MARAD does not receive an approval for this procurement from the Office of the Secretary of Transportation.

The Maritime Administration (MARAD), which is an agency of the United States Department of Transportation, intends to procure layberthing services for an exclusive use long-term safe layberth for up to three Ro/Ro vessels. The geographic area of consideration for this solicitation for the three vessels is on the East, Gulf and/or West Coast. Potential layberth locations are inclusive of navigable waterways that can support the safe berthing and navigation of the size vessel identified. For potential sources located on inland waterways the distance to open waters must not exceed 150 miles. The primary bid for the solicitation will be one base year and 4 option years with an alternative bid for a base year and nine option years.

Background
The Maritime Administration (MARAD), part of the United States Department of Transportation, is seeking to procure layberthing services for an exclusive long-term safe layberth for up to three Ro/Ro vessels: CAPE SABLE, CAPE SAN JUAN, and CAPE STARR.

The goal is to ensure safe berthing and navigation for these vessels in navigable waterways on the East, Gulf, or West Coast. The contract includes a base year with four option years and an alternative bid for a base year with nine option years.

Work Details
The contractor will provide exclusive long-term safe layberthing services for up to three CAPE S class RRF vessels. The services required include:
- Berthage - Per Diem
- Security
- Connect Cycle
- Disconnect Cycle
- Electrical Service - Reimbursable electrical power usage (utility company exemptions apply)
- Water and Sewage Services.

The geographic area of consideration includes navigable waterways that can support the safe berthing and navigation of the specified vessels, with inland locations not exceeding 150 miles from open waters.

Period of Performance
The contract will be performed over a period starting from March 18, 2025, through March 17, 2036, including options for extensions.

Place of Performance
The contract will be performed on the U.S. East Coast, Gulf Coast, or West Coast.
