Description

Background
The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) requires a web-based law enforcement investigative database subscription service. This service is essential for assisting ICE in conducting criminal investigations aimed at protecting the United States from threats posed by terrorists and criminal organizations.

The initiative also supports ICE's efforts to combat transnational criminal enterprises that exploit legitimate trade, travel, and financial systems.

Work Details
The contractor will provide a web-based law enforcement investigative database subscription service that meets the requirements outlined in the draft Performance Work Statement (PWS). The service should include capabilities such as monitoring, identifying, and fixing code bottlenecks, memory leaks, slow database queries, and infrastructure blockages. Additionally, it should provide in-depth performance analysis.

The contractor must demonstrate the ability to perform all required services as specified in the PWS and have relevant experience with similar work.

Period of Performance
The specific period of performance has not been detailed in this RFI; however, it will be determined after market research is conducted.

Place of Performance
DC 20536 UNITED STATES

Bidder Requirements
Bidders must have capabilities to perform all required services as outlined in the draft Performance Work Statement. They should also possess previous experience with similar work. Companies must provide their Unique Entity Identifier (UEI) when requesting access to the draft PWS. There are no explicit security clearances or licenses mentioned; however, bidders should be prepared to address cybersecurity methodologies and ensure compliance with Confidentiality, Integrity, and Availability (CIA) of Government Information Technology Systems.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, with ICE already procuring a web-based law enforcement investigative database subscription (LEIDS) from LexisNexis Risk Solutions under contract 70CMSD21C00000001 (award value $24,509,116; 02/25/21–08/31/26) and a subsequent related subscription contract 70CMSD26C00000009 (award value $2,935,308; 09/01/26–02/28/27). The prior work is described as providing access to public records and commercial data to support criminal investigations, which aligns closely with the current requirement for a web-based investigative database subscription service. A closely related Thomson Reuters Special Services award (70CMSD21C00000002; $25,218,960) also supports ICE investigative data access (e.g., license plate reader data), suggesting continuity in the type of database subscription services being procured.

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), has a need for a web-based law enforcement investigative database subscription service to assist U.S. Immigration, Customs and Enforcement's (ICE) mission of conducting criminal investigations that protect the United States against terrorists and criminal organizations that threaten public safety and national security.
