Laundry/ Dry-Cleaning Services

Background
The Army Sustainment Command (ASC) is responsible for providing contracted Laundry and Dry Cleaning (L&DC) services in accordance with Army Regulation (AR) 210-130. These services are intended for Active and Reserve Components, ensuring the laundering and pressing of fabrics, textiles, garments, linens, and specified Organizational Clothing and Individual Equipment (OCIE).

The ASC has historically provided these services on a direct or reimbursable basis at various installations both within the Continental United States (CONUS) and Outside of Continental United States (OCONUS). The mission of the Army’s Installations L&DC Program is to maintain the cleanliness and sanitation of government-owned items while adhering to environmental regulations and safety standards.

Work Details
The Contractor shall perform a variety of tasks including:
1. Operate and manage Laundry Distribution and Collection Points for linens, ensuring compliance with AR 710-2 and other regulatory requirements.
2. Maintain accountability for linens submitted for L&DC services.
3. Pickup and deliver linens at Basic Training Units according to a specified schedule.
4. Receive, account for, process, and return all organizational and individual articles tendered for laundering.
5. Establish a system of records to quantify work performed and prepare necessary reports.
6. Ensure that only authorized individuals receive laundry services.
7. Provide labor, supervision, vehicle transportation for pickup/delivery, facilities, equipment, supplies, and materials necessary for service performance at Fort Jackson SC.
8. Perform laundry services including washing, drying, packaging items such as blankets, sheets, uniforms, etc., ensuring they meet health standards.
9. Provide dry cleaning services for ceremonial uniforms and other specified items.
10. Conduct repairs on individual garments or organizational items as needed.

Period of Performance
The period of performance is set for five years with an initial one-month phase-in period.

Place of Performance
The contract will be performed primarily at Fort Jackson, South Carolina.
