Description

The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and other items and services necessary to perform laundry and dry cleaning services in support of 786th Force Support Squadron (FSS)/FSVL in the KMC to include Building (Bldg) 3336, the Kaiserslautern Military Community Center (KMCC) Visiting Quarters (VQ), Bldg 305, Ramstein Air Base (RAB) Linen Exchange, and Bldg 780, RAB, Temporary Lodging Facility (TLF). The services performed under this PWS are non-personal and considered to be non-mission essential.

Background
The US Air Force is seeking potential companies who have the skills, experience, knowledge and capabilities required to provide Laundry and Dry Cleaning Services at Ramstein Air Base in Germany. The services performed under this PWS are non-personal and considered to be non-mission essential.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and other items and services necessary to perform laundry and dry cleaning services in support of 786th Force Support Squadron (FSS)/FSVL in the Kaiserslautern Military Community (KMC) at various locations including Building (Bldg) 3336, the Kaiserslautern Military Community Center (KMCC) Visiting Quarters (VQ), Bldg 305, Ramstein Air Base (RAB) Linen Exchange, and Bldg 780, RAB Temporary Lodging Facility (TLF).

The laundry and dry cleaning services include basic laundry and dry cleaning services for specified items, bundling of items for laundering services at different locations, counting and packing of items into bundles, tracking drapes based on weight and identifying the weight in kilograms after cleaning, tracking sheers based on square meter size after cleaning, handling approximately 2% of items requiring dry cleaning submitted in bundles, sorting out any unusable items detected before continuing regular laundry and dry cleaning, returning laundry and dry cleaned items appropriately marked, separated, cleaned and packed. Special requirements include cleaning oily rags provided in uncounted bundles packed in plastic foil tracked by weight in kilograms as well as picking up specially marked bags containing certain items soiled with blood or other bodily fluids for separate cleaning at the processing plant. The contractor shall also ensure proper packaging of all bundles with plastic/cellophane to ensure they are dry and serviceable. Pick-up/delivery information specifies the timing for pick-up and delivery of dirty/clean items at various locations on specific days of the week. The contractor shall also provide sufficient carts for transporting clean and dirty items. Quality control support plant tours upon request from the technical representative is required. Quality assurance will be evaluated by . Recognized German holidays are listed along with requirements related to contractor personnel including language proficiency levels. Compliance with applicable laws, executive orders, rules and regulations is mandatory along with ensuring employees have current and valid professional certifications as required by German and European Union laws and regulations before starting work.

Period of Performance
The anticipated period of performance is from 1 Oct 2022 through 30 Sep 2023 with the yearly option to extend the performance through 30 Sep 2027.

Place of Performance
The places of performance are buildings 3336, 305 and 780 at Ramstein Air Base in Germany.
