Launch Support Services, Vandenberg SFB   3

The 30th Contracting Squadron is issuing this Solicitation/Request for Proposal to provide non-personal Launch Support Services at Vandenberg Space Force Base, California. The Contractor shall perform to the standards specified in the Performance Work Statement (PWS).

This procurement is being issued as a competitive 100% Small Business Set-Aside under North American Industrial Classification Standard (NAICS) 561210, Facilities Support Services , with a size standard of $41.5 Million.

A Firm Fixed-Price contract is anticipated, and award will be made to the offeror who provides the best value to the Government. All requirements, evaluation criteria, basis for award, and proposal due date are provided in the attached SF 1449.

All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and must have completed Representations and Certifications through the System for Award Management (SAM) at https://sam.gov.

NOTICE TO OFFERORS: Funds are not presently available for this requirement. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

NOTICE OF SITE VISIT

A site visit will be held at 1785 Utah Avenue Building 6601 on Monday, 7 Aug 2023 beginning at 9:00 AM PDT. Attendees must arrive on time to be included in the site visit. Prospective Offerors are highly encouraged to attend the site visit. Offerors are limited to two (2) attendees per firm. Submit the names of attendees to Eileen Castro at eileen.castro@spaceforce.mil prior to 2 Aug 2023 3:00 PM PDT. This information must be provided in advance in order to ensure access to the military base.

Offerors shall submit all comments and/or questions in writing to be answered later. This will ensure all Offerors have the same opportunity to receive a correct and accurate answer. Remarks and explanations provided by Government representatives during the site visit shall not change the terms of the RFP. Any change to the RFP terms will be conveyed through an amendment to the RFP. Any questions or comments must be submitted to the Contracting Officer and Contract Specialist via email no later than (NLT) 12:00 PM PDT on 10 Aug 2023.

Proposals are due NLT 31 Aug 2023 at 12:00 PM PDT. Offers must be submitted in writing and ONLY via email to eileen.castro@spaceforce.mil and charles.richardson.16@spaceforce.mil. Oral offers will not be accepted. Telephone and other means of oral communication will not be permitted.
