Launch Operations Support Contract (LOSC) Request for Proposal (RFP) – DRAFT   2

This Special Notice provides interested parties information regarding the availability of draft Request for Proposal (dRFP) and requirements for review, and tentative acquisition schedule for planning purposes, and does not constitute an invitation for bids, requests for proposals, quotes, or indication that the Government will contract for items contained in this notice. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses.

30th Contracting Squadron (30 CONS/PKD) at Vandenberg Space Force Base, CA is requesting industry feedback on the dRFP for the Launch Operations Support Contract (LOSC), follow-on acquisition. The dRFP documents are included as attachments to this announcement.

Responses to this dRFP are to be submitted no later than 19 July 2021 at 4:30pm (Pacific Time). All responses and questions shall use the provided comment resolution matrix (CRM) Excel document, and shall be submitted to the email addresses of points of contacts cited below and shall include the contact information of the requestor and CAGE code.

LOSC follow-on acquisition is 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this effort is 561210 Facilities Support Services (small business size standard is $41.5M).

Description of Services: LOSC is a non-personal services contract, which provides maintenance, modification, and modernization for aging facilities, property, and Western Range support equipment to ensure successful performance during tests, operations, and launch. It is the role of LOSC to have the experience, resources, and agility to support the VSFB 30th Space Force Delta's key role in assuring access to space.

Background and Objective of LOSC: The objective of the LOSC contract is to ensure Real Property Installed Equipment (RPIE) and facilities are maintained and operationally ready for a variety of ballistic missile, space, guided weapon, and aircraft test and evaluation missions in support of Air Force, Navy, Army, National Reconnaissance Office, Missile Defense Agency, Federal Aviation Administration, Department of Energy, Defense Advanced Research Projects, National Aeronautics & Space Administration, and a variety of commercial, allied nations, and governmental agencies.

Previous Acquisition and Current Contract: LOSC was previously competed as a Total Small Business Set-Aside and awarded to Call Henry, Inc. (Small Business Concern); contract #FA4610-18-C-0005 (last option period ends 30 Jun 2022), as a Hybrid Fixed Price Incentive Fee (FPIF) contract type with Cost Reimbursable and Cost Plus Fixed Fee (CPFF) CLINs.

Mission Essential Services: The LOSC contract contains some mission essential requirements which require continued support during peacetime, national emergency, and/or wartime scenarios.
