THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a Request for Proposal (RFP) or request for competitive quotes. The sole purpose of this RFI is for conducting market research and information collection/dissemination only. This RFI is not to be construed as a commitment, implied or otherwise, by the Government that any procurement action will result from this RFI. Furthermore, under no circumstance shall the Government be liable for any costs associated with providing information in response to this RFI. Any information submitted in response to this RFI is strictly voluntary and will become the property of the U.S. Government. Should questions arise, the Government reserves the right to answer all, some, or none of the questions submitted in response to this RFI.

The 45th Contracting Squadron (45 CONS), Patrick Space Force Base, Florida is contemplating an extension to the FA8806-15-C-0001, Launch and Test Range System (LTRS) Integrated Support Contract (LISC), hereafter referred to as LISC which expires on 30 September 2024. Because of the criticality of LISC mission support, the magnitude of its scope, the number of required personnel, and the acquisition lead time to complete an interim solution, extending LISC is being considered as a viable solution. The purpose of this notice is to identify qualified sources fully capable of providing services for the period between the expiration of the current contract and award of the follow-on contract.

Specifically, the purpose of the extension would be to ensure critical launch support for the Space Launch Delta (SLD) 45 (Eastern Range) and SLD 30 (Western Range) are uninterrupted throughout the Source Selection and Phase-in processes of the Space Force Range Contract (SFRC), the follow-on to LISC. More specifically, should any unforeseen delay(s) occur during these processes, the extension(s) would assure that qualified, experienced, and trained launch crews are available to meet both Range launch schedules, demands, and if required execute proper protocols for launch anomalies and scrubs without train up and with minimum risk to Mission Space assets. Reference the attached LISC Extension Performance Work Statement (PWS) for required services.

Any responsible firm that believes it can meet these requirements may give written notification to the Contracting Officer within 15 calendar days from the date of publication of this synopsis. Only viable information and/or capabilities that clearly and convincingly provide evidence that the firm is capable of meeting the extension PWS requirements should submit packages for review and consideration. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement, however a determination by the Government not to compete the proposed procurement based upon responses to this notice or other factors is solely within the discretion of the Government.

Background

Work Details
The Launch and Test Range System (LTRS) Integrated Support Contract (LISC) Operations, Maintenance, & Sustainment (OM&S) Introduction aims to improve LTRS efficiency and effectiveness while continuing mission success and keeping the Eastern Range (ER) and Western Range (WR) operational today and in the future. The LISC OM&S contractor will be responsible for complete and integrated LTRS operations, organizational and depot level maintenance, logistics management, and sustaining engineering. Simultaneously, LISC will provide a unique opportunity for Small Business to consolidate essential operations support services through a Small Business Set-Aside effort.

Period of Performance
The extension would be to ensure critical launch support for the Space Launch Delta (SLD) 45 (Eastern Range) and SLD 30 (Western Range) are uninterrupted throughout the Source Selection and Phase-in processes of the Space Force Range Contract (SFRC), the follow-on to LISC.

The geographic locations where services will be performed include Cape Canaveral Air Force Station (CCAFS), Patrick Air Force Base (PAFB), Malabar Tracking Annex (MTA), Jonathan Dickinson Missile Tracking Annex (JDMTA), Kennedy Space Center (KSC), Ascension Auxiliary Air Field (AAAF), Vandenberg Air Force Base (VAFB), Pillar Point Air Force Station (PPAFS), Santa Ynez Peak (SYP), Naval Air Warfare Center - Weapons Division, Point Mugu, CA.
