Synopsis:

NASA/NSSC has a requirement for laser reistant cladding material.

NASA/NSSC intends to issue a sole source contract to LASERVISION USA, LP: 595 PHALEN BLVD; ST. PAUL, MINNESOTA 55130 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that LASERVISION USA, LP is the sole provider of laser reistant cladding material.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Langley Research Center (LARC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 332999.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. Central Standard Time on 6/28/2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for laser resistant cladding material. NASA/NSSC intends to issue a sole source contract to LASERVISION USA, LP under the authority of 13.106-1(b)(1)(i) as it has been determined that LASERVISION USA, LP is the sole provider of laser resistant cladding material. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Langley Research Center (LARC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in Part 12 and Part 13.

Work Details
A laser heater is being added to the Integrated Structural Assembly of Advanced Composites (ISAAC) robotic system. The laser beam has a larger beam spot size than many lasers and is high enough power to cause injury or damage, so the interior walls and ceiling of the ISAAC enclosure where the laser will be used must be covered with a barrier material that is laser resistant. This procurement is to purchase the cladding material.
The barrier material must stop a LV6, 3200 W laser beam with spot size 3.5 inches by 5.0 inches projected to spot area of 175 in2 when concentrated on one location for 100 seconds at a distance of 4 ft from the source. The barrier material must also stop a laser beam with a peak irradiance of 987 W/in2. NASA performed testing on several barrier materials through a contract to the laser vendor and has data to show what materials passed the tests and what did not. All panels must be matte white (6mm-LAMAL 2.25MBK), with a panel weight no more than 0.78 lb/square foot and panel thickness no more than 0.25 in.
A total of 212 panels of dimensions 4 ft by 8 ft and 26 panels of dimensions 4 ft by 12 ft are required.
