Background
The Naval Surface Warfare Center (NSWC), Corona Division, Measurement Science and Engineering Department, MS30 Division performs Metrology, Test, and Monitoring Systems Assessment supporting the NAVSEA Metrology and Calibration (METCAL) Program. Code MS35 provides support and guidance for the Test and Measurement Diagnostic Equipment (TMDE) and Calibration Standards Program in support of the Navy Calibration Laboratories. The Navy’s current Laser Measurement Systems are in need of replacement due to aging equipment and obsolescence. All current Laser Measurement Systems used as standards within Navy calibration laboratories were discontinued by the manufacturer and have become obsolete with no parts available for repairs. The Laser Measurement Systems shall be used to calibrate precision manometers, granite surfaces, rotary tables, length gages, and dial indicator calibrators.

Work Details
The contract requires a minimum of one (1) maximum of 25 Laser Measurement Systems in accordance with Calibration Standards Specification (CSS) 06-3231, Aug 2023. The Contractor shall provide operator/service manual(s) required with each calibration standard. At a minimum, these manual(s) shall contain information on operator/maintainer safety, theory of operation, troubleshooting, preventative maintenance, periodic maintenance, calibration, maintainability data, and operational instructions. The manuals can be either print or electronic media format on either CD-ROM or DVD disks. (CDRL T001).

Calibration Certification with Report and/or Certificate of Conformance Report . A calibration certification and/or Certificate of conformance with calibration data shall be provided (CDRL A001). The Contractor Software/Firmware Version Description the firmware and software used to operate each calibration standard procured on any individual delivery order under this contract shall be of the same release and version. No deviation or substitution of firmware and/or software shall be done without the approval of the U.S. Government. The Contractor shall provide the U.S. Government the release and/or version number of each item of firmware and software included in the Laser Measurement Systems (CDRL A002). When an item of firmware or software needs to be changed, a Software/Firmware Change Request shall be submitted to the U.S. Government (CDRL A003). The Contractor shall provide a Repairable Parts list to for each standard delivered in accordance with (CDRL A004). The Contractor shall ensure the units be provided with a manufacturer’s standard warranty, of one (1) year minimum after acceptance by the Navy.

Period of Performance
The contract consists of a five-year ordering period beginning on the date of contract award and expiring five (5) years thereafter.
