Synopsis:

NASA/NSSC has a requirement for Laser Freeform Dome Demonstrator Part.

NASA/NSSC intends to issue a sole source contract to RPM INNOVATIONS INC: 500 TURBINE DRIVE; RAPID CITY, SOUTH DAKOTA 57703 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that RPM INNOVATIONS INC is the sole provider of Laser Freeform Dome Demonstrator Part.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 339999.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. Central Standard Time on 6/2/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA's Marshall Space Flight Center (MSFC) has a requirement for a Laser Freeform Dome Demonstrator Part. The contract will be awarded to RPM INNOVATIONS INC, located at 500 Turbine Drive, Rapid City, South Dakota 57703, as they are the sole provider of this part. The goal of the contract is to advance the development of a casting replacement for a valve dome using large-scale manufacturing technology demonstrations.

Work Details
The vendor shall fabricate and provide engineering support for the laser powder directed energy deposition (LP-DED) of the valve dome according to the provided model. Key requirements include:

1. Compliance with ITAR and export control regulations.
2. AS9100 and ISO 9001:2015 compliance.
3. Preparation of a large-scale build plate for an aft end of a valve dome demonstrator.
4. Use of virgin Alloy 718 material per NASA specifications, with possible acceptance of one or two-time used powder upon NASA approval.
5. Assessment of machine setup and build plate weight factors affecting the valve dome, along with recommendations for toolpaths.
6. Review and refinement of final models and build approaches for the demonstrator.
7. Development of detailed toolpath strategies for NASA confirmation.
8. Demonstration of LP-DED capability using a large-scale machine platform.
9. Capability to produce thin-wall features down to 1 mm with Alloy 718.
10. Evidence of established mechanical properties across various parameter settings, including temperature-dependent tensile and low cycle fatigue data.
11. Quality management system providing full traceability according to ISO 9001 standards.
12. Provision of engineering support including tool code generation, part design input, laser scan inspections, and reporting.
13. Delivery of fine feature demonstrator part, coarse feature demonstrator part, witness samples, and build documentation including feedstock certification.
