Description

Background
The Department of War, through the Air Force Life Cycle Management Center (AFLCMC), Large Aircraft Survivability (LAS) Program Office (AFLCMC/ESYL), is conducting market research to identify potential sources capable of providing Field Service Representative (FSR) support for various Foreign Military Sales (FMS) aircraft programs. This notice is intended for market research and planning purposes only, and no contract will be awarded based on responses to this notice.

Work Details
The anticipated requirement includes contractor-provided FSR support associated with the Foreign Military Sales program. The effort is expected to require both a primary LAIRCM System FSR and an alternate LAIRCM System FSR, each essential for successful task-order performance. Interested sources should demonstrate the ability to provide qualified personnel and support functions typically associated with an aircraft-system FSR requirement, including: technical field support, coordination with Government stakeholders, continuity of performance, deployment readiness, installation-access compliance, and host-nation supportability.

Key personnel must include a primary and alternate FSR, with a staffing package required within five business days after task-order award that includes resumes, documentation of qualifications and experience, training records, and letters of commitment. Organizations must also demonstrate capabilities in personnel staffing, technical support for military aircraft systems, management responsibilities without reliance on Government supervision, and corrective-action planning.

Place of Performance
Wright Patterson AFB OH UNITED STATES

Bidder Requirements
Bidders must demonstrate the ability to provide qualified primary and alternate FSRs with relevant experience in military aircraft or related mission systems. They must furnish resumes and documentation of qualifications, training records, and letters of commitment from proposed key personnel. Additionally, bidders should have experience supporting LAIRCM or similar capabilities and be able to meet deployment-readiness requirements.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on Northrop Grumman’s prior LAIRCM-related awards under FA863819D0001, which includes FMS Field Service Representative (FSR) support as part of broader LAIRCM acquisition, sustainment, engineering, and program management activities. In addition, Northrop Grumman holds a more directly relevant FSR task award (FA863819D0001-FA863824FB006) for 25 months of FSR support for the Korea MRTT LAIRCM system. The current requirement’s need for primary and alternate LAIRCM system FSRs to provide aircraft field technical support and coordination for FMS programs aligns with the prior LAIRCM FSR performance described in these awards.

This is a SOURCES SOUGHT NOTICE ONLY for market research and planning purposes. The Department of War, through the Air Force Life Cycle Management Center (AFLCMC), Large Aircraft Survivability (LAS) Program Office (AFLCMC/ESYL), specifically the Large Aircraft Infrared Counter Measures (LAIRCM) office is conducting market research to identify potential sources capable of providing Field Service Representative (FSR) support for various Foreign Military Sales (FMS) aircraft programs. The associated draft Performance Work Statement identifies the requirement as support for the FMS aircraft and reflects AFLCMC/ESYL program involvement.
