Background
The National Institute of Standards and Technology (NIST), part of the U.S. Department of Commerce, was established to enhance U.S. industrial competitiveness through improved measurement science and standards. NIST's mission is to promote innovation and economic security by advancing measurement science, standards, and technology. The agency oversees a campus in Gaithersburg, Maryland, which includes 52 buildings that require ongoing maintenance and upgrades to support critical scientific research activities.

Work Details
The contractor will provide supervision, management, personnel, materials, equipment, and services for electrical construction work at the NIST campus. This includes repairs, renovations, and alterations to facilities and utilities as specified in each task order (TO). Key tasks include:
- Demolition, installation, maintenance, modification, addition, troubleshooting, testing, and repair of electrical systems including branch circuits (120V single phase to 208V three-phase), medium voltage distribution systems (up to 13.8kV), transformers, switchgear, panelboards, motors and control centers.
- Work on life safety systems such as fire alarms and gas monitoring systems.
- Compliance with safety standards including OSHA regulations and the National Electric Code (NFPA 70).
- Development of site-specific Safety Plans for each TO that detail how safety will be maintained during construction activities.

Bidder Requirements
Bidders must furnish performance and payment bonds within 10 calendar days after award. Contractors must comply with federal and state workers' compensation laws and maintain general liability insurance coverage of at least $500,000 per occurrence. Additionally, contractors must have automobile liability insurance covering all vehicles used in connection with the contract. Security processing is required for all contractor personnel before they can work on-site.
