Description

The U.S. Department of Commerce, National Institute of Standards and Technology intends to competitively solicit offers on a full and open competition basis for large-tier construction services for the NIST campus in Gaithersburg, Maryland. This is a new requirement; there is no incumbent contractor.

The solicitation will result in one or more Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts that include a 5-year ordering period. During the term of the contract(s), the Government shall place orders totaling a minimum of $5,000. The amount of all orders shall not exceed $73,788,828 for all task orders among all awardees, combined.

The solicitation will also include requirements for the first task order (TO) which will be awarded shortly after the IDIQ contract(s) are awarded. Representative requirements for TOs over the 5-year ordering period include demolition, installation, maintenance, modification, addition, troubleshooting, testing, and/or repair of the following:

  • Electrical branch circuits from 120-volt single phase up to 208-volt three-phase, utilizing EMT, rigid conduit, and wiremold raceway systems
  • 120/208, 277/480, 2,400, 4160, and 13,800-volt service.
  • Medium voltage (13.8kV) electrical (spot network) distribution systems
  • Transformers, network protectors, switchgear, switchboards, medium voltage switches, panelboards, motors and control centers, uninterruptible power supply (UPS), busways, generators, and various other electrical equipment and devices.
  • Direct Digital Controls (DDC)
  • Electrical faults and problems
  • Interior and exterior lighting (120 V to 277 V), including re-lamping and ballast replacement
  • Work from building plans, blueprints, wiring diagrams, engineering drawings, and electrical O&M manuals to plan and lay out the routing, placement type, size, gauge, balance, load, continuity, and safe operation of electrical lines, circuits, systems, equipment, and controls
  • Life safety systems, to include Johnson Controls (formerly Simplex) fire alarms, mass notification, exhaust fan/fume hood interlock, gas monitoring, laser safety interlock systems, air aspirating systems, oxygen (O2) monitoring systems, carbon dioxide (CO2) release systems, and galley vent hood release systems.
  • 13.8 kV exterior power distribution systems in concrete encased duct banks
  • Medium and low voltage faults in underground distribution networks with manholes
  • Low and medium-voltage cables and splices (PILC and EPR cable types)

The solicitation will utilize the advisory multistep process described in RFO FAR 15.101 paragraph (e). Only those offerors that submit a Phase 1 offer may participate in 2. Once the solicitation is uploaded to this site, the due date and time for proposals specified in the solicitation will apply to offers for Phase 1. The contracting officer will inform those that submit an offer for Phase 1 what the due date is for submission of offers for Phase 2.

Draft evaluation factors for award: Evaluation factors for Phase 2 are anticipated to include (subject to change they will be specified in the solicitation and include more details):

  • Factor 1: Bonding Capacity (Pass/Fail); each offer must provide evidence of at least $20M bonding capacity per contract and at least $70M aggregate bonding capacity to receive a Pass rating.
  • Factor 2: Technical Capability
  • Subfactor A: Technical Approach for the First Task Order
  • Subfactor B: Management Plan
  • Factor 3: Past Performance
  • Factor 4: Price for First Task Order
  • Factor 5: Adequacy of Subcontracting Plan (only for Other than Small Businesses) (Pass/Fail)

For the purposes of selecting offer(s) for IDIQ contract awards, the highest technically rated offerors with a fair and reasonable price approach as described in RFO 15.103-3 will be used. This process will be based on the factors noted above.

The number of IDIQ contract awards will depend on the number of offers received and their relative merits. The Government reserves the right to make a single IDIQ contract award if it determines it to be in the best interest of the Government. Any awards will be made based on what the contracting officer determines to be most beneficial to the Government. Provision RFO 52.219-31, Notice of Small Business Reserve (Deviation Jan. 2026), will also be included in the solicitation.

NIST intends to award the first task order (a) to an offeror that receives an IDIQ contract award and (b) whose offeror among those IDIQ contract awardee(s) represents the highest technically rated offer at a fair and reasonable price.
