The DLA-Aviation is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this the government has a requirement to procure a Large Plastic Media Blast Booth. The result of this market research will contribute to determining the method of procurement. Submission Instructions: Interested parties should submit a response to this Sources Sought Notice by April 4, 2025, NLT 11:59 pm EST. All responses under this Sources Sought Notice must be emailed to avnipemarketresearch@dla.mil. Responses should be not exceed ten (10) one-sided 8.5 x 10 inch pages with a font that is no smaller than 10 point as this is not a request for a proposal but only a request for submission of a vendor's capability to perform this requirement.

Interested parties that can provide the required Large Plastic Media Blast Booth with turnkey services including: tooling, training, technical data( manuals, drawings), IUID, installation, removal of existing equipment,and foundation rework may identify their interest and capability to respond to this requirement no later than the stated closing date/time. Please include NOTICE ID in all responses.

Place of performance is Fleet Readiness Center South West, Bldg 472, San Diego, CA.

DLA Aviation is requesting industry input into the feasibility of the government's requirements. In your response, please provide:

  • Description of your company's capabilities, based on the questions below
  • Comments on the attached statement of work. Please identify on the attached statement of work if your company can provide the requirement as written or propose an alternative solution.
  • Please identify your company's business size in terms of number of employees, and whether domestic or foreign for consideration of solicitation set-aside, and small business subcontracting requirements.
  • Please identify your company's manufacturer status: Manufacturer/Non-Manufacturing Source. If non-manufacturing source, please identify the manufacturer.
  • Please identify whether your company will partner with subcontractors to complete this requirement.
  • Please provide a basis of estimate to consider the total financial budget of this requirement. Estimates should capture the total procurement requirements, not solely the machine's requirements.

Background
The Defense Logistics Agency (DLA) Aviation is conducting market research to identify potential vendors capable of supplying a Large Plastic Media Blast Booth. This initiative aims to support the Fleet Readiness Center Southwest (FRCSW) in San Diego, CA, by procuring a booth designed for mechanical removal of corrosion and surface preparation of aircraft components. The goal is to determine the most effective procurement method based on industry capabilities.

Work Details
The contractor will be responsible for the procurement, delivery, installation, and commissioning of a new Plastic Media Blast (PMB) booth. Key tasks include:
- Removal of existing equipment and foundation rework.
- Design and specifications for the PMB booth that meets operational requirements for blasting various aircraft components.
- Installation and testing of the booth, including documentation and training for personnel.
- Provision of turnkey services including tooling, training, technical data (manuals, drawings), installation, and removal of existing equipment.
- Compliance with safety standards as per OSHA regulations and environmental protection requirements.
- The PMB booth must include features such as a dust-tight enclosure, work loading doors with observation windows, personnel doors with leak-proof seals, differential pressure sensors, pneumatic recovery systems, media reclaim equipment, dust control systems including collectors and monitors, and comprehensive electrical systems conforming to NFPA standards.
