Laredo Texas Full Maintenance; Operations and Maintenance; Custodial, Grounds, and Related Services   3

Background
The General Services Administration (GSA), Public Buildings Service (PBS), is seeking to procure Operations and Maintenance, Custodial, and related services for six Federal Buildings located in Laredo, Texas. The goal of this contract is to ensure the efficient management and maintenance of these facilities, which encompass approximately 13,050,108 aggregate square feet. This procurement is limited to eligible 8(a) firms.

Work Details
The contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, equipment, and subcontracts necessary for the following services:

1. Operations and Maintenance: Efficient operation of building systems including HVAC, plumbing, electrical systems; scheduled and unscheduled maintenance; repair of equipment and systems.

2. Custodial Services: Comprehensive cleaning services including daily cleaning activities in common areas and tenant spaces; implementation of a Quality Control Plan (QCP); adherence to environmentally sound practices.

3. Grounds Maintenance: Upkeep of landscaping and outdoor areas surrounding the buildings.

4. Additional Services: Above standard services may be ordered at GSA's discretion for work not covered in basic services. The contractor must also ensure compliance with all applicable laws and regulations.

Period of Performance
The contract will have a base period of twelve (12) months starting on or about June 1, 2026, with four (4) one-year option periods extending through May 31, 2031.

Place of Performance
The contract will be performed at six locations in Laredo, Texas: Columbia Port of Entry; Convent Port of Entry; Juarez Lincoln Port of Entry; World Trade Port of Entry; Border Patrol Sector Headquarters; George P. Kazen Building.
