Description

U.S. Embassy, Islamabad requires a contractor to provide Urdu and English Language instructors to support staff who interact with the Urdu-Speaking public and English-speaking colleagues. It will be a Firm Fixed Priced Contract for base plus four option years

Contractor Vetting as a Condition of Award (MAR 2023)

Offerors are advised that successful passing of vetting to evaluate the risk that funds may benefit terrorist organizations or their members or supporters, or individuals/entities deemed to be a risk to national security, is a condition of award. Offerors may be asked to submit information required by DS Form 4184, Risk Analysis Information (attached to this solicitation) about their company and its key personnel. Vetting information is also required for all subcontract performance on contracts identified by the Department as requiring such vetting. When vetting information is requested, information may be submitted on the secure web portal. Questions regarding the form may be emailed to RAM@state.gov. Failure to submit information when requested, or failure to pass vetting, may be grounds for rejecting a proposal or for rejecting a proposed subcontractor at any tier.

Contractors shall advise the Contracting Officer of any changes in personnel listed in the DS Form 4184 and shall provide vetting information on new individuals. Contractors shall also advise the Contracting Officer of any changes to the vetting information of existing personnel listed in the DS Form 4184. The government reserves the right to vet these personnel changes and to terminate contracts for convenience based on vetting results. The government also reserves the right to vet all personnel listed in the DS Form 4184 on an annual basis and to terminate contracts for convenience based on vetting results.
