Language Assistance Services for the U.S. Embassy in Jerusalem

Background
The U.S. Government, through the Regional Procurement Support Office (RPSO), is seeking to establish a single hybrid Firm-Fixed-Price (FFP) / Labor-Hour (LH) / Cost-Reimbursement (CR) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Language Assistance Services for the U.S. Embassy in Jerusalem.

The goal of this contract is to provide comprehensive language services to support the Bureau of International Narcotics and Law Enforcement Affairs (INL) and the Embassy's Office of the Security Coordinator (OSC) in enhancing the skills and capabilities of the Palestinian Authority's security sector and promoting security coordination between Israel and the Palestinian Authority.

Work Details
The contractor will be responsible for providing managerial, administrative, technical, creative, and production personnel necessary for language assistance services. This includes vendor and subcontractor management.

The services required include:
1. Interpretation and translation services billed at fully burdened fixed hourly rates under Labor-Hour CLINs.
2. Fixed-scope deliverables, equipment, and infrastructure requirements covered under Firm-Fixed-Price CLINs.
3. Travel costs reimbursed under Cost-Reimbursement CLINs at actual, allowable, allocable, and reasonable costs incurred.
4. All Task Orders issued will define specific scopes of work, performance periods, deliverables, service levels, and pricing applicable.

Period of Performance
The IDIQ will have a 12-month base period with two one-year option years. Requirements under Task Orders are anticipated to primarily occur between September 2026 and September 2027.

U.S. Embassy in Jerusalem.

Bidder Requirements
Offerors must demonstrate capability in providing comprehensive language services including managerial and technical personnel. Contractors must obtain Defense Base Act insurance for employees who are U.S. citizens or residents or hired in the U.S., with proof required within 15 days after award.

Offerors not employing DBA-covered employees must indicate '$0.00' for DBA-related CLINs with an explanation.
