Incumbent Analysis (see Incumbents section for more detail)
The prior contract 19MX3025C0002 awarded to Duty (valued at $105,430 for 07/23/25–09/30/25) for “GDL-ICASS-LANDSCAPING SERVICES USCG-FY25” appears to be a confirmed incumbent effort supporting landscaping services at the U.S. Consulate General Guadalajara compound. The scope described in the current solicitation—routine landscaping maintenance (mowing, trimming, pruning, weed control, fertilization/mulching), seasonal plant work, and irrigation system inspections/testing—matches the type of services typically performed under an ICASS landscaping requirement and suggests continuity of the same facility support function.
