This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Potential Offerors are advised to direct attention to the contract Option information included in the draft RFP cover letter.

If a solicitation is released, then it and any additional documents will be available on www.Sam.gov. It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any.

NASA intends to publicize a listing of respondents in order to facilitate teaming arrangements. Should your firm desire not to be included in this listing, clearly indicate this desire in your response.

Background
The Landsat Next Instrument Suite (LandIS) Final RFP is amended in accordance with the attached SF 30 Amendment 2. Offerors are advised to submit all correspondence to both primary and secondary points of contact.

Work Details
The contractor shall provide all resources necessary to deliver and/or perform the items listed in the Statement of Work (SOW), incorporated as Attachment A, the LandIS Deliverable Items List (DIL), Attachment C, and LandIS Requirements Document (LaRD), Attachment D. The tasks include services and deliverables, special study task plans, reports of work, NASA financial management reports, material inspection and receiving reports, requests for government property, financial report of NASA property in the custody of contractors, physical inventory of capital personal property reporting, supplemental financial report of NASA property in the custody of contractors, small business subcontracting plan reporting, safety & health reporting, equal opportunity reports, certificate of insurance subcontract notification, IT security management plan, reporting of inventions, organizational conflicts of interest avoidance plan, diversity, equity, inclusion, and accessibility plan.
