Background
The Regional Procurement Support Office (RPSO) Frankfurt is inviting proposals for Landline Telecommunication Services for the US Embassy in Baghdad, Iraq. The contract aims to provide essential telecommunication services to support the embassy's operations, ensuring reliable communication capabilities for local and international calls. The contractor will be responsible for delivering all necessary labor, materials, equipment, and services as outlined in the Statement of Work (SOW).

The contract will be a Firm Fixed-Price agreement with a maximum value of $2,500,000 over its duration.

Work Details
The contractor shall provide Internet services and local and long-distance telephone services to the US Embassy in Baghdad. Key tasks include:
1. Providing local and international telephone services with Direct-Inward-Dialing (DID) capabilities.
2. Supporting the current configuration at the Baghdad Embassy Compound (BEC) and potentially upgrading to a more robust setup at both BEC and the Baghdad Diplomatic Support Center (BDSC).
3. Installation of two E1 EURO ISDN Primary Rate Interface (PRI) circuits at BEC, each capable of supporting 30 simultaneous calls.
4. Provision of 3000 sequential DID numbers ranging from 2000-4999, along with additional blocks of DID numbers for specific ranges.
5. Ensuring uninterrupted 24/7 service availability and maintaining a minimum uptime of 99.5% for the E1 circuits.
6. Providing technical support and ensuring compliance with all licensing requirements from the Ministry of Communications in Iraq.

Period of Performance
The contract will remain unfunded initially but will involve annual firm-fixed price task orders issued during its term, with a guaranteed minimum service order amount of $5,000.

Place of Performance
The services will be performed at the US Embassy located in Baghdad, Iraq, specifically at both the Baghdad Embassy Compound (BEC) and the Baghdad Diplomatic Support Center (BDSC).
