Land Mobile Radio (LMR) system to be integrated into the Army CONUS Enterprise LMR systems.

NOTICE OF INTENT

The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with L3Harris. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305.

The proposed contract action is for a Land Mobile Radio (LMR) system to be integrated into the Army CONUS Enterprise LMR systems. The Product Lead Base Emergency Communications System (PL BECS) requires sources to supply Fort Johnson and Joint Readiness Training Center (JRTC), LA said LMR systems. Specific requirements include to Engineer, Furnish, Install, Secure and Test (EFIS&T) and make operational a trunked LMR system comprised of LMR infrastructure, subscriber equipment, services, warranty, and licenses to ensure all necessary equipment is fully functional and integrated with existing CONUS LMR systems. Services include project management, systems engineering, site preparation, equipment installation and optimization, security implementation, acceptance testing, training, and maintenance support for the subsystems. Sustainment/Maintenance will not be required under this contract.

The PL BECS mission includes acquisition, management, and delivery of non-tactical LMR systems used for public safety and base operations at Army posts, camps, and stations. The LMR system is a wireless communications system intended for use by users in vehicles (mobiles) or on foot (portables) consisting of subscriber devices (portable, mobile and desktop radios) and system infrastructure (towers, repeaters, antennas, dispatch consoles, management terminals, logging recorders) that support those devices. LMR systems are used by emergency first responder organizations such as police, fire, and ambulance services, in addition to public works organizations and non-first responder organizations such as the Department of Public Works. A trunked LMR system is a complex computer-controlled system that allows sharing of radio frequency channels among a large user population which eliminates the need for a one-to-one correspondence between user groups and radio frequency channels. PL BECS fields solutions that provide for and support National Telecommunications Information Administration narrowband, Association of Public Safety Communications Officials (APCO) Project 25 (P25) Phase I compliant and secured trunked LMR systems. APCO-25 is a suite of eight standards for digital radio communications for use by federal, state/province, and local public safety organizations in North America and abroad to enable them to communicate with other agencies and mutual aid response teams in emergencies.

Specific services and products required will include engineering, furnishing, installing, and testing (EFI&T) of trunked LMR systems, including LMR infrastructure and subscriber unit equipment such as portable, mobile and desktop radio units. Additional services such as site preparation, security implementation, mutual aid interoperability, and training will also be required.

Extensive design efforts by the contractor make these services unique as they include the ability to remotely monitor, test and control the operation of each GEP via proprietary and restricted software that was specifically designed and developed. It is imperative that the software be readily modified to meet changes in the customer's mission requirements. These short-notice modifications may include network expansion, software enhancements, and/or equipment changes and upgrades. The system design document for these services is proprietary and is owned and maintained by L3Harris.

L3Harris is the proprietary vendor for both Fort Johnson and JRTC and considering the amount of First Responders and agency personnel which use the LMR system, a lapse in service would be detrimental to the health, life and safety of First Responders and personnel on a post/camp/station. No other vendor can meet the current need for this integrated post/camp/station infrastructure that will ensure 100% of First Responder communications are interoperable between Fort Johnson and JRTC.

If this proprietary ACE LMR contract for Fort Johnson and JRTC is not directly awarded to L3Harris, the Army will require alternate stand-alone contract awards which may prove this system will become inadequate, unsupportable, and unsustainable. In addition, executing multiple stand-alone awards presents an increased and unacceptable degree of risk of non-compliance with Army policy for LMR systems and Cybersecurity requirements. This also presents a life, health, and safety issue, since Army First Responders will continue to operate with systems that are past end-of-life, which do not provide communications coverage throughout the jurisdictional areas, and that do not provide mutual aid interoperability with local, state, and federal emergency services.

The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.

The North American Classification System (NAICS) code 334210 will be used for determining company size status.
